Copilot Studio pricing and licensing explained

Short answer: Microsoft sells Copilot Studio by usage, measured in Copilot Credits. Microsoft lists a pack of 25,000 credits at $200 a month, a pay-as-you-go meter billed through Azure, and a one-year prepurchase plan. Each answer or action costs a set number of credits. This guide restates Microsoft's pricing page and two Microsoft Learn articles with attribution. We have not used Copilot Studio.

The three ways to pay

Microsoft says there is no feature difference between packs and pay-as-you-go. Only the way you pay changes. Its pricing page also mentions automatic pay-as-you-go coverage when prepaid credits run out, so check whether that is switched on for your tenant. We did not find a pay-as-you-go price per credit in the pages we read, so we do not quote one.

One reply can use several of these at once. Microsoft's own example: a tenant-grounded agent can use 12 credits for one complex prompt (10 for grounding, 2 for the generative answer). Reasoning models add the premium text and generative AI tools rate, which Microsoft lists at 10 credits per 1,000 tokens, on top of the feature rate. Models you bring yourself, such as through Azure Foundry, are billed separately.

A worked example from Microsoft's numbers

Microsoft's customer support example uses four classic answers and two generative answers per customer, with 900 customers a day. Its formula is [(4x1)+(2x2)] x 900 = 7,200 credits a day. Over a 30-day month that is 216,000 credits, or 8.64 packs of 25,000. At $200 a pack that is roughly $1,730 a month. The 30-day month and the pack price maths are our arithmetic, not Microsoft's, and real traffic will differ. Use Microsoft's agent usage estimator for your own case.

  1. Will staff or customers use the agent, and do the staff hold Microsoft 365 Copilot licences?
  2. How many answers and actions does a typical conversation use, and which of them are agent actions at 5 credits?
  3. Do you need grounding on tenant data at 10 credits a message?
  4. Do packs or pay-as-you-go fit better, given monthly expiry of unused packs?
  5. Who gets the 125% enforcement email, and what is the fallback?
